July 1, 2009 through June 30, 2011 — the whole life of the Evidence-Based Model, enacted by H.B. 1 and repealed by H.B. 153 before a third year of it ran. verified
No other Ohio funding regime was repealed before it had run long enough to produce a trend, and none other had its whole life coincide with federal stabilization funding under the American Recovery and Reinvestment Act. Those two facts are related: a state share computed for FY2010 or FY2011 is a share of a total that federal money was holding up.
The Fair School Funding Plan’s guarantee base reaches back to this year through six successive carry-forwards: an Evidence-Based Model run, net of stimulus, preserved by the act that repealed the regime which produced it.
