State Intervention

What the state does to an education agency or a school building that its accountability system has identified as failing. An Event because it begins on a trigger, unfolds over an interval with named actors and powers, and ends on an exit condition or on abolition.
It is a class rather than a property because an intervention has substance of its own that belongs to neither endpoint: the statutory authority that permits it, the numeric trigger that compels it, the powers it transfers and from whom, and the criteria for its ending. Ohio’s academic distress commission transfers the power to create the district’s budget from an elected board to an appointee paid by the department — a fact about the intervention, not about the district.
Interventions are kept apart from program because a program moves money to a recipient under
an eligibility rule, and an intervention moves authority away from one on a performance
trigger. The two are opposite in direction and in what they carry.
