An institution that acts on the funding system — enacting law, deciding cases, administering programs, or publishing the data the rest of the corpus is grounded in. It is a Kind because institutional identity is rigid within its charter, even across reorganization and renaming: the Department of Education and Workforce succeeded the Department of Education in 2023 as a distinct entity, and the corpus treats them as distinct nodes linked by succession rather than as one entity with a changed name.
