A defined, computable measure over education agency data, stated precisely enough that two people computing it from the same source get the same number — per-pupil expenditure, assessed valuation per pupil, state share percentage, effective millage, the dispersion of spending across agencies. It is a Quality inhering in the agency or the system it measures. Metrics are separated from parameters because they face the opposite direction: a parameter is an input policy chooses, a metric is an output policy produces.

Assessed Valuation Per PupilA district's total assessed property valuation divided by its student count — the standard measure of local taxing capacity in school finance, and the variable against which every wealth-neutrality claim in this domain is tested.
Effective Operating MillageThe operating rate a district actually levies after H.B. 920's reduction factors, as distinct from the rate its voters approved. The gap between the two is the whole H.B. 920 mechanism expressed as a number.
Enrolled ADMAverage daily membership: the pupil count Ohio funds on, and the denominator under nearly every other metric here. Two distinct counts wear the name, they differ for every district, and the formula uses each of them in different places.
Expenditure Per Equivalent PupilThe department's report-card spending measure, and a trap. It divides qualifying expenditure by a membership count weighted upward for poverty, English learners and disability, so it is not comparable to an ordinary per-pupil figure.
General Fund Cash BalanceWhat a district holds, as against what it is given or what it spends: the general fund's carry-over and ending balance from its own five-year forecast. The only stock in a corpus otherwise made of flows.
Per-Pupil Operating ExpenditureWhat a district actually spends per student on day-to-day operations, excluding capital outlay. It is the outcome side of every adequacy and equity claim here, and the measure base cost per pupil should be read against.
Performance IndexA district's tested students distributed across Ohio's achievement levels, weighted so that higher levels count for more and collapsed into one continuous score. Every other metric here counts an input; this one counts a result.
Progress (Value-Added)The second outcome measure, and the one that answers a different question. Performance Index measures where a district's students are; Progress measures how far they moved against what the state's model predicted from their own prior scores.
State Share PercentageThe fraction of a district's base cost the state pays rather than the district — the compensation side of the equity question, where valuation per pupil is the wealth side. Under the current plan it is a statutory quantity with a floor.
