The formula is computed twice Contents

Ohio's Fair School Funding Plan is implemented in this repository twice: once in Rust, in crates/foundation and crates/project, and once in TypeScript, in src/lib/policy.ts. Two implementations of one formula is normally a bad trade — they drift, and the one nobody runs is the one that is wrong.

What makes it acceptable is that the Rust is authoritative and the TypeScript has to prove it agrees. The feed carries 13 scenarios and 4 forecasts computed by the Rust, and the TypeScript must reproduce every one of them — against the real 609-district panel, to within a dollar across seven billion — before this site is allowed to build. It reproduced all of them for this build.

That is not a formality. Wiring the check up found a bug in the Rust: a district pulled below a raised minimum state share was taking the branch meant for districts already on the floor, and having its published share scaled by the ratio of the minimums instead of by the floor itself. It was worth $4.7 million, and 273 Rust tests did not catch it, because the wrong answer is still an increase and still confined to districts below the new floor. The second implementation disagreed, and the disagreement was the signal.

The check runs in two places for two different reasons. At build it is a gate: it fails the build, so a drifted formula is never published. On the scenario routes it runs again in the browser, against the panel actually served — because that file can be replaced without a rebuild, and a check that only ran where the answer was already known would be decorative.

Six pupil counts, and which one each figure uses Contents

Ohio's sources do not agree on how many children a district has. Not because any of them is wrong — they count different things, for different purposes, in different years. The Department of Taxation counts children who live in the district; the Department of Education counts the ones it teaches, and separately the ones it funds, and separately again a need-weighted count. For Columbus City School District they run from 43,019 to 73,746, the wider of the two being Taxation's on tax year 2024.

Fall membership, `V33`, per year	U.S. Census Bureau / NCES, School District Finance Survey (F-33), FY2009-FY2024 The same measure as `f33-fall-membership` and a different population: every comparable Ohio system in each year of the panel rather than one district in a single year, so about 950 agencies including community schools and educational service centers. Nothing on the history route may be compared to a figure from the formula side, which counts 609 traditional districts on ADM.

Two figures divided by different counts cannot be compared, and nothing about them looks wrong when they are: both are numbers, both are per pupil, and both are correct. This site has published that error twice — most recently a district's tax-table valuation per pupil set against a statewide median computed on the education department's count, which was right for most of the state and wrong by a factor of two for the districts a reader is most likely to open. src/lib/denominators.ts now declares the denominator of every per-pupil field in the feed, and a test fails the build if a new one arrives undeclared or if a pair the site renders side by side stops matching.

Which count a page uses is therefore a stated choice rather than a default. The property tax route divides by Taxation's, because the valuation it is dividing is Taxation's — the two departments agree on that valuation to the dollar, so the whole gap between their per-pupil figures is the denominator and nothing else. Everywhere else divides by Education's, because that is the count the formula reads. Each page names the one it is on.

What is a model, and what is a record Contents

The funding figures	A model, and the department's rather than this repository's. The per-district figures are read from its FY2027 TRAD State Foundation Funding Calculator, not recomputed — with one exception, below. What gets recomputed here is what a different decision would produce. It is a projection of what districts will be paid, not a record of what they were.
The five-year forecast figures	A record. Audited actuals from each district's own filing — money that changed hands. Nothing here recomputes them, which is why they have their own route per district and are never placed as a check on the model. The two are differently constructed and are not comparable line for line.
The outcome figures	A measurement, of pupils and not of districts. The 2024-25 Ohio School Report Card. Every association drawn from it is a correlation over 606 districts and none of them identifies an effect. Why that matters here in particular. Growth is published twice over — value-added across three years and across one. This site uses the three-year figure everywhere, which is the department's own default, but it is a choice and the district pages show both. They never substantively disagree: of the 534 districts printing non-zero on both, 44 point opposite ways, and in every one of them the smaller of the two is within 0.04 of zero.
The property tax figures	A record, and from a different department. Table SD-1 is published by the Ohio Department of Taxation rather than the Department of Education, so two arms of the state describe the same district independently — and where they overlap they agree, to 0.01 mills across all 606 districts carrying both. The record spans 4 tax years, because H.B. 920 is a mechanism that only exists as a change; the reduction-factor comparison runs on the last two of them.
The spending-by-function figures	A record, from the report card, per pupil, on unweighted ADM. Not the audited actuals beside them on the same page: different source, different basis, and not summable with them.
The H.B. 920 figures	Computed, from `crates/millage` rather than from any published column — the predicted rate, the residual against it, and what one mill raises. What the prediction gets right, and where.
The local capacity measure	Computed, and the one figure on this site verified exactly. R.C. 3317.017 blends 60% of a district's assessed valuation with two income measures and scales the result by a rate that rises with income and stops at 2.5%. `crates/local-capacity` runs that statute and reproduces the department's own published answer for all 609 districts, on both the capacity and the rate, to within a hundredth of a percent. It was wrong the first time. Reconstructing four of the inputs rather than reading them left the calculation 4.4% light — a near-uniform error that correlated with none of the three terms, which is what a shared wrong input looks like rather than a wrong formula. The department publishes all four; the residual is now zero.
The charge-off comparison	A counterfactual, and the only thing on this site that is. It holds the plan's own base cost fixed and substitutes the mechanism it replaced — a flat 23 statutory mills against valuation — for the local capacity measure. It is not a reconstruction of any year the charge-off governed, and it reaches one row of the calculation, because that is the pair of components the corpus declares comparable and it declares no others. Every figure is on the pre-2008 total-taxable base and so overstates what the charge-off would have taken.
The federal spending share	A record, from the report card, and a measure of exposure to a decision Ohio does not make. Reported as a share rather than as dollars because both its parts divide by a need-weighted pupil count and their ratio does not — which is what lets it be set beside another district's without asking which denominator either uses.
The interstate comparison	A measurement, and the one source here from outside Ohio. The Census Bureau's Annual Survey of School System Finances counts every school system in the country on one set of definitions, which is what lets this site say whether Ohio is unusual rather than only what Ohio does. FY2022, the peak year of pandemic relief — which deflates the state and local shares and so understates the finding rather than inflating it.
The projection	A forecast. Enrollment is carried forward by a damped trend and the formula is re-run at it; nothing else here projects the formula, the appropriation, or assessed valuation. Its interval is drawn as the headline rather than as a disclaimer, for reasons below.

Base cost, and how the build-up is reconciled Contents

Base cost is the exception the funding-figures row names. It is not a rate the state sets: R.C. 3317.011 assembles it for each district from statutory staffing ratios applied to that district's own grade-band enrollment, priced at statewide average salaries — twenty-two elements in five sub-components. crates/foundation runs that statute, and every district page shows the result rather than the total.

That is a claim, so it is reconciled rather than asserted. The department publishes its own aggregate for every district; the build-up is shown beside it with the difference stated. The worst of the 609 in FY2027 is $1.09 on figures in the millions, and the residuals cancel to nothing statewide — twenty-two elements each rounded at the point the department rounds them. The reproduction is checked across the whole panel in crates/foundation's tests before this site is allowed to build.

This is the lever the cost input refresh question turns on: the ratios and the ADM definitions are fixed in statute, and the prices are a reference year the General Assembly chooses. H.B. 110 priced FY2022 from FY2018 salaries, H.B. 33 refreshed the inputs to FY2022, and H.B. 96 held them there through FY2027.

H.B. 920's reduction factors, against what was charged Contents

H.B. 920's reduction factors predict the rate exactly for 188 of 609 districts: 182 of the 273 districts at the twenty-mill floor, and 6 of the 336 above it. The card above says base cost is the exception on the funding side. There is one more on the property-tax side: crates/millage runs H.B. 920's reduction factors forward from each district's prior charged rate, applies the statutory floor, and predicts what it should be charging now. Table SD-1 publishes what it actually charges. The two are the same quantity arrived at two ways, so they can be drawn against each other and the distance between them read off the axis.

A district on the line is one the factors account for exactly, and where they do is the part worth stating. At the floor the reduction factors have stopped operating and there is nothing left to predict; above it they are what sets the rate, and that is where the model is approximate.

The picture understates that, because agreement has one coordinate and disagreement has many. 152 of the districts at the floor are the single dot at (20.00, 20.00), and the visible orange spike above it is the 91 that the floor does not account for. Read the counts here rather than the density: a scatter draws the exceptions and hides the rule whenever the rule is one value.

The departures are almost all in one direction. 163 districts charge more than the factors predict by over half a mill and 11 charge less — which is the asymmetry the factors themselves imply, since they reduce existing levies on existing property and know nothing of a levy passed since or a building put up since. Each district's own page says which of the two its residual is consistent with; this repository does not hold the levy histories that would settle it.

Drawing the crate against the tables is also how its defects were found, one in each direction. It reduced rates below the twenty-mill floor for the six districts that never voted twenty mills; this site then reported those same districts as sitting abovethe floor with reduction factors operative. Both are fixed, and crates/xcheck/tests/against_published_tables.rs now holds the calculator to every district-year the two tables publish.

Why the forecast leads with a range Contents

Backtested over FY2009-FY2024, the band held 66.1% of district forecasts at one year and 69.4% at 13, against the 68.3% it claims. That is a claim about a range, and it is why the range is what the forecast leads with.

A forecast rendered as "$7.13B (±3.4%)" is read as $7.13B. The interval becomes a disclaimer the eye skips, which is worse than showing no interval at all, because it lends a forecast the authority of a measurement. So the tile's large number is the range and the central estimate is the small line underneath, labeled as one path through the band. In the chart the band is a mark rather than shading, its center line is dashed, only the two bounds are direct-labeled, and the y axis — truncated, because a band a few percent wide is invisible against a zero baseline — says so on its face.

The band is not any district's own historical variability; three observations cannot give that. It is the cross-sectional spread of district annual enrolled-ADM growth, FY2024-FY2026, σ = 2.42% a year, widened with the horizon because growth errors compound — at an exponent fitted to the backtest below rather than the square root a random walk would give, which is what shipped first and under-covered at every horizon past the second. Both ends are computed by re-running the whole formula at that enrollment rather than by scaling the middle: the guarantee is a max, and a district can be on formula at one end of the band and on the guarantee at the other.

The band is checked rather than asserted. Backtested over the F-33 panel, FY2009-FY2024 — every origin and district it admits — it held 66.1% of forecasts at one year and 69.4% at 13 — within 3.0 points of the 68.3% such a band claims, at every horizon, which is the flat line and the whole of the claim. The other line is the same errors with the origins left in: 64.5% at one year and 60.1% at 13, and 8.9 points short of the target at 11 years, which is its worst and is at neither end — the ends are the two numbers that state this line least well, and are the reason it is drawn. The gap between the two lines is not the band being wrong about districts; it is a year effect — at a fixed horizon every origin runs the same method over the same districts, so an origin's own mean is a year's, and the years are the school closures. All six numbers are pinned in crates/figures.json and stated by the corpus node for the projection, which is where a claim this page draws but does not own is answered for.

And the band's level is a second question, with two answers. The width above holds; that is a fact about the spread and none at all about the center. Both quantities start under the truth and end over it. Across the closure the mean district runs −0.0071 in logs at one year and +0.0734 at 13, while the state total runs −0.0052 and +0.0569 — the same forecasts, summed by size rather than averaged over districts, and about three quarters of the drift. Before the closure the district line crosses at 4 years and the total's not until 5 years, so there is a horizon where the average district is already being over-forecast and the statewide figure is still low. A level correction sized on either one is the wrong size for the other, which is why neither is corrected here and both are published instead: the feed carries all four numbers at every horizon on the projection's bias table, and a consumer correcting a figure can take the one that belongs to it.

The Before the closure panel stops at 9 years because the F-33 panel (FY2009-FY2024) cannot answer past it without a school closure inside the forecast, and an absence is the honest answer rather than the deeper figure wearing the shallower label. Neither line on either panel turns back: each one's furthest distance from zero is its last point — 0.0734 and 0.0569 at 13 years across the closure — so the drift is not a middle-distance artifact that washes out, and the deepest horizon is where a correction would matter most and is trusted least. All twelve numbers are pinned in crates/figures.json and stated by the corpus node for the projection.

The forecast card is always below the simulation and is never merged with it, and there is deliberately no figure anywhere on this site that adds them together. Re-running the formula with a lever moved is exact; projecting enrollment six years out is not, and a combined number would inherit the second's error while wearing the first's precision.

Provenance and the source manifest Contents

Ohio DEW TRAD State Foundation Funding Calculator (a projection, not an actual) joined with the District Profile Report, the Department of Taxation's Table SD-1, and the Ohio School Report Card on IRN. 606 of the 609 districts appear in all four; the rest are missing from at least one. Enrolled ADM spans three years, of which the last is partly departmental estimate. Each block states the year it is measured in beside its own figures; see .yidam/catalog/ for what each source can be trusted for.

What is not here Contents

Year-over-year funding	The department publishes one foundation calculator at a time and replaces rather than archives it, so no FY2026 per-district payment figure exists in this repository to compare against. What the district pages show instead is the FY2027 formula held fixed and run at each of three enrollment years, which isolates the enrollment channel exactly — something two years of published totals could not do, because the formula moved between them too.
The regime history	Walking the numbers from the Foundation Program through to the Fair School Funding Plan needs a historical series the corpus does not yet have. The regimes themselves are documented — five of them — but without per-district figures attached.
Property values under a scenario	Assessed valuation is held fixed in every scenario. Local capacity is 60% valuation, so a proposal that moves property values is out of reach: the corpus has one observation per district and cannot project it.
Tax received, as opposed to charged	Table SD-1 reports what is charged for a tax year. Collection happens across the following calendar year in two settlements, so a levy passed in November is charged in full and arrives across two fiscal years. Every ratio here that puts a charge over a year's spending inherits that gap, and it is largest exactly where a levy has just passed — which is what the 3 districts charged more than they spend have in common.
Five of the six funding units	Everything on this site is the district unit of R.C. 3317.022 — the 609 traditional districts in the state's own calculator, FY2027. There is no deduction routing money out of it: the statute makes the community and STEM schools and each of the four scholarship programs a funding unit of its own, computed beside the district unit and paid directly. This row said otherwise until the statute was read line by line. The community and STEM unit is $1.51B across 355 schools in FY2027, and the four scholarship units are $1.10B across 166,587 students in 2024-25 — Traditional EdChoice, EdChoice Expansion, Cleveland, Autism, Jon Peterson Special Needs. Neither is modeled here; both are sized on the statewide page, on their own years and from their own sources. The six are on two reckonings and must not be added.
A scenario lever for scholarship amounts	Deliberately absent, and not pending. Every lever on this site prices a change across the 609-district panel, because that is what the formula is defined over. A scholarship is not per district — nothing published says which district one was charged against — and the EdChoice Expansion award is a function of household income against the federal poverty level, a distribution this repository does not hold. A slider here would have to invent both, and the figure it produced would look exactly like the ones that are computed.

Everything here is reproducible from the repository. The feed is regenerated with one command, the site is built with a second, and continuous integration diffs the committed feed against a fresh one so the two cannot silently disagree.

Total state foundation aid in the FY2027 model is $7.28B across 609 districts, of which $879.0M is paid by the guarantee to 294 districts. If a figure on this site disagrees with the department's own, that is a defect and the repository is where to file it.
