Decisions
65 records of why this repository is shaped the way it is — what was chosen, what was rejected and on what evidence, and what turned out to be wrong. 16 claims across 5 of them have since been withdrawn or superseded, and are marked where they stand rather than edited out.
Why these are published
Every other page on this site states a conclusion. These state how it was reached, including the times the answer was wrong and something later proved it. That matters more here than it would elsewhere: a corpus assembled from public records is only as good as its account of what it could not establish, and the most useful thing in that account is the record of a rejection that expired — a phase deciding something was out of reach and a later phase reaching it.

| Drafts are not legislationA proposal gets its own class rather than a status field on legislation, on the argument that class already makes about itself — and the field that earns the split is not status but unpriced, because… | 4 claims |
| Scholarship reports connectordew-scholarship-reports, kept apart from dew-payment-reports so that one lifted blocker does not read as two — and the report it retrieves disagrees with itself in two places that are pinned rather… | 4 claims |
| The directory cannot say whySixteen years of the federal agency directory wired, which names every agency the F-33 panel carries — and establishes that the count the panel called a consolidation history was ninety- seven per… | 4 claims |
| Child nutrition connectorA fourteenth connector, dew-child-nutrition, wired for eleven Octobers — and the source it retrieves is not the source the catalog said it was for fifteen phases. | 2 claims |
| The capital channel has no second publisher#11 named three alternate publishers for OFCC project data and called them unsurveyed. They are surveyed now. The capital appropriation acts are reachable with machinery this repository already has… | 2 claims |
| A closed value set is declared not describedTen string properties spelled a closed value set as a pipe-list in their description, which nothing read, and three had drifted off it — program.mechanism into five paragraphs of tagged prose. Each… | — |
| A district mean is not a state figureA mean over districts and a mean over pupils are different objects, and the corpus may state either but not one while answering the other's question. Sixty-two summation sites audited, five families… | — |
| A key is not a labelA wiki node page printed its property keys and relationship slugs as headings — effective_note in a monospace cell, baselines-on where a reader looked for a phrase. Every property and edge… | — |
| A supplement paid to a population the panel does not holdThe community school equity supplement is extracted and reported, not added as a ninth Policy lever — its 324 recipients are disjoint from the 609 districts every lever is priced over — and the… | — |
| Accountability domainAccountability admitted as a second domain beside funding — a fifth scoping axis the genesis dialogue never put. Three new classes approved: school, accountability-regime, intervention. Ohio's… | — |
| Advocacy literatureThe school choice advocacy literature admitted, on the narrowest footing that keeps it honest. One new class, model-policy, holding two ALEC model bills; four catalog records; no corpus node for any… | — |
| An archived source is still a sourceThe first connector source pointing at web.archive.org, admitted because the department overwrites its own model and the alternative is not a live URL but no record at all — and admitted with a… | — |
| An endpoint can be a sourceCareer-technical planning district membership is retrieved from the report card's data API — 138 pinned URLs under the existing dew-report-card connector rather than a new one, because the Azure key… | — |
| Auditor reports connectorohio-auditor, five audit reports read for one paragraph each — the only route to the resolutions that dissolved three school districts, and the first source here that is a state officer reciting a… | — |
| Before there were service centersThe fourteen fixed-width years of the federal agency directory wired, taking the Ohio membership record to thirty years without a gap — and the finding is not in the districts. Ohio had 86 county… | — |
| Bill versions connectorohio-bill-versions, kept apart from ohio-session-laws because an enrolled act and an introduced bill are two kinds of authority — and committed for what it shows about drafting, never for a number. | — |
| Catalog connectorlsc-catalog, a second connector on a publisher already in the registry — the Catalog of Budget Line Items is a standing reference restated each edition, which is a different claim from a greenbook's… | — |
| Census geography connectorA thirteenth connector, census-geography, wired — the block-level files that let school districts be placed inside legislative districts, and the NCES directory that finally joins Census school… | — |
| Diesel price connectorA twenty-second connector, eia-diesel, retrieving the Midwest diesel price — the first source here that is not about schools, admitted because R.C. 3317.0212 makes a fuel price an input to the… | — |
| Every figure says its yearA district page shows five reckonings of "the year" under one heading naming one of them. The feed now derives a series_years index from the blocks themselves, every card carrying figures is required… | — |
| Every property says whether it is requiredThe eighteen ontology classes declared 120 properties and not one said whether an instance had to carry it, so every property was optional by omission and missing-property reported 46 findings nobody… | — |
| Explained is a reading not a recordThe site explains its three largest mechanisms — the guarantee, the phase-in and the state share — nowhere a newcomer can start from. Explained is a section of short pages, one question each, in… | — |
| Facts and figures connectordew-facts-and-figures, for a two-page annual sheet whose School Options table is the only machine-reachable home-education count Ohio publishes — and a series with exactly one retrievable member… | — |
| Five year forecast connectorAn eleventh connector, dew-five-year-forecast, added to the ten now approved — the first retrieving what districts actually received, spent, and held rather than what a formula computes for them. | — |
| Home education connectorjhu-homeschool-hub, for the per-district home-education counts the department releases on request and publishes nowhere — registered although the publisher is an aggregator, because pinning an… | — |
| IDEA part B connectordew-idea-part-b: the department's FY2021-FY2024 final IDEA Part B allocations, read into one panel keyed on IRN, so the proportionate share for parentally placed nonpublic pupils is a held number… | — |
| KutenThis corpus declares inquiry as what its loop is aimed at. Four of the five measures diverged at adoption and one does now, and the corpus did not move under any of them: the profile is at revision… | — |
| Nonpublic enrollment connectordew-nonpublic-enrollment, its own connector rather than a source under dew-scholarship-reports, and every quantity it publishes a bound rather than a number — because the department masks every count… | — |
| Nonpublic school locationdew-directory, and the Census batch geocoder under census-geography: each open chartered nonpublic school is placed in the 2020 block its address geocodes to and the district that block lay in, keyed… | — |
| OntologyOhio K-12 education funding; 13 classes aligned to UFO; district x fiscal-year grain, 1851 to present, all four funding channels, simulation and projection both in scope. | — |
| Payment reports connectorA twelfth connector, dew-payment-reports, declared and blocked — the only source that could carry the voucher and community-school deduction, for the era in which one existed. | — |
| ProposalsAll 12 implied edges, all 9 connectors, and all 9 calculators approved without modification; nothing discarded. | — |
| Reading an amending actH.B. 770 wired, which gives FY1999 its line items and makes the enacted appropriation series continuous FY1998-FY2027 — and the amendment turns out to be positional rather than typographic, so the… | — |
| Reading the statuteohio-laws wired for the current text of fourteen sections. Every weight in the corpus now has an independent check against the law, and four open questions were answered by reading it. | — |
| Recognized valuationThe corpus had recognized valuation wrong. It is a three-year phase-in of reappraisal growth, not an H.B. 920 adjustment, and correcting it reversed the site's headline regime comparison. | — |
| Report card connectorA tenth connector, dew-report-card, added to the nine approved at genesis — the first retrieving outcome data rather than finance data. | — |
| Scenario models OhioThe scenario models Ohio rather than mirroring the department's simulator. base_cost_scale now moves the $812m of categorical funding priced in the statewide average base cost per pupil. | — |
| School improvement connectordew-school-improvement, three identification lists wired — the corpus had modeled the regime, the trigger and the intervention before it could name one identified school, and the building DeRolph is… | — |
| Sizing the five units beside the districtR.C. 3317.022 computes six funding units and this site sized one of them. The other five are now in the feed — the community and STEM school unit from the department's own model, the four scholarship… | — |
| Tax income credits connectortax-income-credits: what taxpayers claimed under R.C. 5747.73 and what Taxation estimated. Table Y-1 and two Tax Expenditure Report editions are read into held series, the Attorney General's… | — |
| The acts themselvesThe session laws extend the enacted appropriation series from FY2002 back to FY1998 and stop there, against a floor the legislature published rather than one this project inferred — and the first act… | — |
| The bar lifts the corpusThe corpus was reachable only as Reference › Wiki, and statute was three clicks and a scan of eighteen class names below that. The bar is five axes now, two of them lifted out of.yidam/corpus/ — and… | — |
| The bias published beside the pointThe projection's growing positive bias is published rather than corrected — two figures per horizon and not one, because the statewide total and the six hundred district figures come from the same… | — |
| The catalog of budget line itemsAn attempt on the two items lsc-budget's blocker carried unexamined. The Catalog of Budget Line Items is not blocked — nineteen editions, per agency, all downloading to a self-identifying agent — and… | — |
| The channel with no lineA twenty-first connector, tax-casino, retrieving the per-district casino distribution — which converts casino-tax-distribution's open magnitude question from a promise into a measurement, and its… | — |
| The fitted dampingDEFAULT_DAMPING moves from 0.85 to 0.30 — the first parameter in this repository replaced by a fitted value rather than a convention, and the constant's own comment had asked for exactly this since… | — |
| The four genres of a descriptionA node's description: had become four documents in one field — the lead, the subject, what this repository computed, and what this node used to say and no longer does. The fourth is the one agents… | — |
| The four kinds of parameterThe taxonomy the-open-item-audit deferred is now a kind field on parameter, and applying it to five parameters found three things nine examples had not: a parameter that changes kind at a regime… | — |
| The Greenbook seriesAn attempt on lsc-budget's recorded blocker, which was wrong in three ways. LSC publishes an education budget analysis for every main operating budget from the 124th General Assembly to the 136th, as… | — |
| The JVSD rewrite that changed no percentageSix years of the department's JVSD payment reports are extracted and reported, not added as a ninth Policy lever. Item 7 of H.B. 96 turns out to leave the state share percentage exactly as it was… | — |
| The last three connectorsAn attempt on each of the three remaining connectors. ohio-courts wired; dew-payment-reports and ofcc-projects stay declared, with blockers that are now accurate and are not the ones recorded. | — |
| The open item auditA sweep of all 152 claims in the corpus. Nine statutory_basis items resolved; the central finding is that Ohio's funding parameters are four different kinds of thing and the corpus was presenting… | — |
| The order was never the statesThe territory-transfer orders this corpus twice said it needed from the State Board of Education do not exist there and never did — R.C. 3311.22 gives the order to the educational service center and… | — |
| The partition nobody fittedNo fitted partition of Ohio's districts is a reasoning tool of this corpus. The multivariate clustering #396 asked about was run once, against known answers first, and it holds a majority of the… | — |
| The plan expires and the projection does notReading the Revised Code for the parameter class found that eight of the nine sections carrying the Fair School Funding Plan's constants stop at FY2027 — three by their own terms and five clause by… | — |
| The prose a node holdsEvery check that read this corpus's prose read description and nothing else, and this corpus writes in four fields. The ontology now declares which top-level keys hold prose and which properties do… | — |
| The redesign that argued backSix phases of #182 landed and four of their premises did not survive contact with a measurement. The record is of those: a link hue that does not exist, a sanitize schema that should not be widened… | — |
| The shrunk rateEvery district's three-point growth rate is now shrunk three-tenths of the way from its own recent history toward fourteen years of the Census F-33 panel — worth 4.6% of forecast error, and resting… | — |
| The three streams of MR-81MR-81 extended to every October the archive holds, 1998 through 2014 — and the extension found that FY2001 had been misread since the connector was built, and that the split the connector was blocked… | — |
| The widening ruleThe projection band widens as horizon^0.65 rather than as a square root — the second parameter in this repository replaced by a fitted value, and the first fitted against what a band is for rather… | — |
| Typology connectordew-typology, for the department's own similar-district grouping — a property this ontology has declared since it was written, that five agency nodes characterize in prose and record as unfilled, and… | — |
| What a citator reachesThe two things ohio-courts was blocked on were assumptions, and both are now measurements. A free citator covering Ohio exists, and its citation graph identifies ten of the twenty-five Ohio decisions… | — |
| What a projection holds per pupilreport::forecast scales base cost aid linearly in enrollment, which holds base cost per pupil and local capacity per pupil at their FY2027 values. Both move with the count, they move against each… | — |
| What approves a connectorThe registry's approval list is derived from these records rather than restated beside them. The four connectors that had been wired without one get a record — written now, and saying so. | — |
| What foundation funding meansTwo foundation-aid totals, on purpose. budget_analysis reads LSC's own table where LSC publishes one; appropriations sums by line for the twenty-nine years no table covers. ALI 200604 joins the… | — |
