A single school building. A Kind, because it has identity of its own and persists through changes in who attends it, what it is called, and which district operates it.

It exists because the accountability system does not work at the grain the funding system does. Ohio pays education agencies and identifies schools. ESSA selects the lowest-performing 5% of Title I buildings; R.C. 3302.12 attaches its intervention to a building; and the chronic absenteeism criterion that decides CSI for schools with fewer than three rated components is a building measure. Rolling any of that up to the district records a consequence and discards the object that triggered it.

The corpus holds exemplars, not the panel. There are 3,318 rated buildings in Ohio and they live in report-card-2425-buildings.csv. What belongs here is the handful chosen to span the distinctions that matter — the same rule the education-agency class follows, and for the same reason.

Accountability status is a Role, not a property of the building. CSI, TSI and ATSI are things a school is identified as for a period, contingently, and they belong in roles with the years each applied — exactly as property-poor and guarantee district do one level up.
