A named era of measuring schools and attaching consequences to the measurement — Ohio’s report card system, No Child Left Behind, the Every Student Succeeds Act. An Event for the same reason funding-regime is: it holds over an interval, is established and superseded by enactments, and its boundaries are what make two figures comparable or not.

Deliberately parallel to funding-regime. Ohio has been changing how it pays schools and how it judges them on overlapping but non-coincident schedules, and the two histories are usually told separately. Modeling them as sibling classes on one time axis is what lets a reader ask whether a district was being judged by one system while funded by another — which, through the whole Fair School Funding Plan phase-in, it was.

A regime is distinct from the interventions on its ladder: the regime says what is measured and who is identified, the intervention says what then happens.
