#762 asked what federal money reaches chartered nonpublic schools beside the state’s Category 3 lines, and named IDEA’s proportionate share as one channel. revenue-stream/idea-part-b described the share in prose and cited the FY2021 allocation file by hand. The catalog entry for that file said “cataloged, never retrieved”, and the blocker it named was a PDF reader for each year.

The department still serves every edition from FY2011 on, from one folder named for FY2015. The four final editions FY2021-FY2024 share a layout of six columns: IRN, name, public students with disabilities, nonpublic students with disabilities, the school-age allocation, and the proportionate share. FY2011-FY2020 are _Adjusted editions in a different layout, and FY2022 has a second, American Rescue Plan edition with its own share.

The decision Contents

Declare dew-idea-part-b, Wired, with the four final editions FY2021-FY2024 as sources, and build crates/project/fixtures/idea-part-b-allocations.csv: one row per agency per fiscal year, keyed on IRN.

The name is dropped. A long name wraps onto the line above or below the IRN, so the line that carries the numbers often carries a fragment of the name. The IRN is the key, and names are not unique in Ohio, so rebuilding the name from neighboring lines would add a column that is wrong for some rows and gives no sign of it.

Each row is read from the right. The editions differ in spacing, in thousands separators, and in how a zero share is printed (a bare 0 in FY2021). They agree on the order of the trailing cells, so share, allocation and the two counts are taken from the end of each IRN line, and an IRN line with no allocation at its end fails the rebuild.

Absences are kept as printed. Blank counts beside a $0.00 allocation stay blank. The suppression marks <10 and - stay verbatim. FY2021 prints no share for Brookville Local (048678), and that cell stays blank rather than becoming zero.

The share is a held series. Statewide, the proportionate share is $15,174,643.47 in FY2021, $15,560,688.50 in FY2022, $16,267,189.29 in FY2023 and $16,433,446.71 in FY2024, between 3.6% and 3.9% of the school-age allocation, owed by 225 to 232 agencies. The ledger reads these totals from the fixture. They are not copied into prose.

The editions print no total row, so nothing published checks the sum. What does check the read is that every IRN line parses, no IRN appears twice in an edition, and each edition names the year it is registered for.

The ARP supplement and the earlier layout are not read. The share above is the regular Part B grant only. The status names both gaps.

Alternatives considered Contents

Read FY2011-FY2020 in the same pass. Deferred. The _Adjusted editions print a zero as $ - and lay their columns out differently. #762 asks for the share as it stands, and four years state it. A second reader would extend the series back without changing what it shows.

Sum the ARP supplement into the FY2022 share. Rejected. It is a separate grant with its own appropriation, and adding it would make FY2022 look like a jump in the regular program.

Keep the name for readability. Rejected for the reason in the decision. A reader that wants a name joins on IRN to a directory that holds one.
