July 1, 2007 through June 30, 2009 — the last biennium of the foundation base cost formula, and the one in which H.B. 119 removed two of its protections: the cost of doing business factor and the base cost guarantee. verified
Both removals reduce what particular districts are owed while the total rises, which is why the biennium reads two ways depending on the grain. Statewide it is the decade’s peak. For a district that had been held by the guarantee, it is the year the floor went.
It is also the last biennium before the Evidence-Based Model, and therefore the last one computed by a method that had been in place, in recognizable form, since the 1990s.

That is worth stating plainly because the decade is usually narrated as decline, and the decline does not begin where the narration puts it. It begins after FY2009, in the biennium that enacted the Evidence-Based Model.
