What an issue contains. A month of GRF revenue and spending against the budget’s estimate, by tax and by spending category, followed by a dozen short “issue updates” on whatever the office thought worth a page that month.

The one item extracted

The January 2026 issue’s update on traditional EdChoice, pages 17 and 18. It is about the FY2027 designated-building list: 513 buildings in 78 districts, against 494 for FY2026. Its last paragraph is the one the corpus cites:

As of December 2025, approximately 42,000 students are receiving traditional EdChoice scholarships for FY 2026, a 1.5% decrease from FY 2025. … Traditional EdChoice scholarships for current participants in FY 2026 are estimated to total roughly $280 million.

The fixture keeps only that item, from its heading to the next item’s, page footer and footnote included. The rest of the issue is Medicaid caseloads and homelessness grants.

It is the only figure for a fiscal year after H.B. 96 that is not one of the act’s own estimates. The enacted greenbook’s Table 3 put FY2026 at 45,260 students and $316.5 million. The in-year figures are below both.

What it is not

Not an actual. Every figure in the paragraph is hedged: approximately, as of December, estimated, roughly. The program takes applications all year, and the issue itself says the figures “may change throughout the school year”. It bounds FY2026; it does not measure it. The year’s actuals come from LSC’s catalog of budget line items (expected October 2026) and the department’s scholarship annual report (expected February 2027).

Not a per-program spending series. The monthly spending tables are by category, so the July and September 2026 issues carry no scholarship line. An issue update on a program is occasional, not a standing table.

The page footer is misdated. Page 17’s footer reads “January 2025” on an issue published in January 2026 about FY2026. The URL, the cover and the content all say 2026; the footer is a template left unedited.
