Equal Yield Formula
The regime in force when H.B. 920 was enacted and when the funding system was first challenged in court. Its logic was guaranteed yield: the state would ensure that a district levying a given number of mills received a specified amount per pupil, making up the difference between what the mills actually raised locally and the guaranteed level. verified A property-poor district and a property-rich district levying the same effort would, in principle, end up at the same revenue per pupil.

The principle was sound and the execution was limited in two ways that defined the next three decades. This is the regime the Supreme Court of Ohio upheld in Cincinnati Bd. of Edn. v. Walter in 1979, by a 4-3 vote, holding that the disparities it produced did not violate Article VI, Section 2. verified The same disparities, grown larger, produced the opposite result eighteen years later.
